Health and Education Management Compartment within Oradea City Hall is directly responsible for the good communication of the City Hall departments with the educational units, facilitating communication to and from the educational units. Ensures that he/she is always informed about the internal organisational structure of the City Hall that directly concerns teaching activities. In particular, but not exclusively, it concerns relations with: Real Estate Directorate, Economic Directorate, Internationally Funded Projects Management Directorate, Secretary General of the Municipality, Legal Directorate and Technical Directorate.
The department maintains functional relations with the directors and administrators of educational establishments in order to identify and solve all administrative problems that can improve the running of the instructional-educational process in optimal conditions.
Maintains the relationship with the Bihor County School Inspectorate in particular, but also with other institutions at local and central level, on any issue concerning the best conditions for the conduct of school and extracurricular activities in educational institutions in Oradea.
It is also responsible for the continuous improvement of the material base of the schools in the local school network.
The local school network is made up of all accredited or authorised schools within the territorial administrative unit. This list of school units proposed to operate in the next school year, with mention of any attached structures (units) without legal personality, is updated annually in accordance with the legislation in force.

County School Inspectorate provides deconcentrated public services of the Ministry of Education which are organised at county level and which act for the achievement of the objectives of the education system, provided for by the National Education Act No 1/2011, in the field of pre-university education. Pre-university educational establishments with legal personality are governed by boards of directors, principals and deputy principals, as appropriate. The institutional school management framework regulates the conditions and criteria for filling management, guidance and control positions in pre-university education units and institutions, as well as the criteria for evaluating management, guidance and control staff in pre-university education units and institutions.
The county school inspectorates carry out all their activities on the basis of the Education Law, the Statute of the teaching staff, the decisions and ordinances issued by the Romanian Government, all the normative acts deriving from the content of the Education Law, as well as the orders and clarifications issued by the Ministry of Education.
House of the Teaching Staff is an institution with legal personality with its own headquarters, assets, logo and seal, methodologically subordinated to the Directorate General for Management, Human Resources and School Network of the Ministry of Education, methodologically coordinated by the Bihor County School Inspectorate and has as objective mainly the organisation of continuous training and scientific, methodical and cultural activities for pre-university education staff.
In each county there is a Casa do Corp Didactic, with legal personality, methodologically coordinated by the school inspectorate.
Bihor County Centre for Educational Resources and Assistance is an educational institution specialising in the provision, coordination and monitoring of specific educational services for children/students, teachers, parents and community members to ensure access to quality education for all and the necessary support. The Centre provides specialised school mediation services, coordinates, monitors and evaluates, at county level, the educational activity and services provided by school centres for inclusive education, inter-school speech therapy centres and offices, county centres and psycho-pedagogical assistance offices.
The purpose of the activity of the Bihor County Centre for Educational Resources and Assistance is to ensure the quality of educational services in the above mentioned areas.
The main objectives are:
- - the inclusion and retention in compulsory education of all children/young people, regardless of their individual psychological and social characteristics;
- - providing the additional supports needed to carry out quality education according to the bio-psycho-social potential of each child/young person;
- - informing and advising teachers to change their mentality and improve their teaching and learning activities;
- - creating the conditions for the development of the pupils'/young people's personalities with a view to their integration into school, social and professional life;
- - Involvement of parents in specific activities for an effective school-family-community relationship as a basis for school adaptation and social integration of children/young people.
Bihor County Centre for Educational Resources and Assistance develops the following services:
- - psycho-pedagogical counselling services and school and professional guidance, through the school psycho-pedagogical assistance centre and offices;
- - language therapy services through school and inter-school speech and language therapy clinics;
- - support services for children with special educational needs integrated into mainstream education through school centres for inclusive education;
- - school mediation services, through school mediators; complex education services for children with disabilities, through school centres for inclusive education;
- - information and counselling services for teachers, children, parents, other community members;
- - initial and continuing training guidance services through partnerships with institutions able to provide initial and continuing training;
- - specific therapy services, offered through psycho-pedagogical assistance offices and school centres for inclusive education.
