As a strategic planning document, the Integrated Urban Development Strategy for the Municipality of Oradea and the Oradea Metropolitan Area summarizes the priority directions of intervention for the horizon 2021 - 2027, aiming at the optimal and responsible use of available resources to ensure an integrated urban planning.

The strategic document brings together in a common vision of development, all the intervention priorities for the coming years in all areas, including the priorities identified by sectoral strategic documents made at metropolitan level, thus integrating the views and contributions of relevant actors in the metropolitan area (administration, academia, business, civil society, etc.).

Sustainable Urban Mobility Plan (SUMP) is a strategic, functional and operational approach of the Oradea community, of all stakeholders and of the local public authority.

The development of the city and the increase of the quality of life of the inhabitants of the Oradea urban area (municipality and Oradea Metropolitan Area) will be achieved on the basis of an efficient and sustainable transport system, geographically and economically accessible.

The transport network that will develop in the coming years in the metropolitan area and in the urban area of Oradea, both in terms of infrastructure, but especially in terms of the types of public services available to residents and citizens in transit.

It will support the efficient mobility of people and goods, thus creating the framework for the affirmation of Oradea as an accessible, equitable city, holder of an attractive, innovative urban environment, resilient to the external challenges of the coming decades and also as a source of "welfare export", best-practice examples and expertise to the localities of the Oradea Metropolitan Area and even to the whole Bihor County.

Sustainable Energy and Climate Action Plan (SEAP) is the commitment document of the local governments involved to reduce CO2 emissions throughout the metropolitan area, in accordance with the voluntary targets assumed by the Municipality of Oradea joining the European Covenant of Mayors for Energy and Climate initiative.

The ECDAP also includes the Climate Change Adaptation Plan ( CCAAP), which summarises the response actions at the municipal level to mitigate the effects of climate change already experienced or imminent locally.

The actions and measures concerning sustainable energy and climate are those concerning urban mobility and are detailed and justified in the strategic document Sustainable Urban Mobility Plan for the Municipality of Oradea and the Oradea Metropolitan Area for the period 2021 - 2027.

Reducing energy consumption and increasing energy efficiency are important objectives for the European Union, which is why all the steps taken in the past period have been aimed at implementing sustainable energy policies.

The heat supply strategy for consumers in the municipality of Oradea in the period 2022 - 2030 has in mind the prospect of neutrality of greenhouse gas emissions by 2050, as well as the goal of reducing greenhouse gas emissions by 55% by 2030.

The strategy also aims to achieve sustainability by minimising subsidies by meeting the criteria for an efficient district heating system by 2030", according to EC Directive 27/2012.

The main objective of the work is to establish strategic, ambitious but realistic and feasible guidelines for the development of the centralized heat supply system (SACET) in the municipality of Oradea, so that the public heat supply service is accessible, safe and of high quality for all consumers connected and who may be attracted to the system in the future.

The development strategy of SACET in Oradea will take into account the following principles:

- accessibility of energy resources for heating;
- ensuring the affordability of costs for the population;
- safety and reliability in heat supply;
- energy efficiency of installations;
- ensuring the financial viability of economic agents, which carry out
activity in the production, transport and distribution of thermal energy;
- implementation of advanced, innovative, environmentally friendly technologies;
- reducing negative environmental impacts;
- compliance with national legislation, including that on unitary heating zones,
and its adjustment to EU energy and environmental legislation.

These principles must underpin the achievement of short, medium and long-term objectives, which aim to:
