Free microchipping campaign for owned dogs continues in 2024 ȘtiriștiriOradea City Hall continues in 2024 the free microchipping campaign for owned dogs belonging to common breeds or their half breeds in the municipality. Last year, from October to December, about 300 dogs were microchipped through the two partner veterinary practices. The campaign focuses on raising awareness among citizens, especially dog owners and keepers, about their obligations to register their animals, vaccinate them to prevent the spread of disease and then sterilise them. On this occasion, we remind you that the municipality will also run a free sterilization campaign this year, and dogs that are not microchipped will not be able to be sterilized during this campaign. “The program impacts the entire local community in which it is implemented, promoting proper pet care. By offering free microchipping and registration services, owners are encouraged to take responsibility for their dogs, ensuring that they are identified, registered and protected in case of loss or theft,” says Anca Deac, Oradea City Hall spokesperson. Starting from the reality of society, the local public administration reminds that beyond the rights they have and the facility created by the campaign, dog owners and keepers also have obligations they must respect and that failure to respect these obligations is punishable. If a dog is not microchipped, the fine is between 5,000 and 10,000 lei. Details of the compulsory microchipping: 1. Unregistered dogs will be considered stray dogs, will not be able to be vaccinated against rabies and will be treated according to the legislation in force (see HG 1059/2013). 2. Dogs already microchipped but not registered – registration will only be possible if the implanted microchip is valid. Otherwise, new microchipping will be used. 3. Dogs vaccinated for rabies, not microchipped and not registered – must be identified and registered prior to annual revaccination. 4. As of 15 March 2014 it is forbidden to vaccinate unregistered dogs against rabies. 5. Newborn dogs – must be microchipped and registered within 90 days of birth prior to sale, donation or release. 6. Dogs purchased from pet shops or kennels must be microchipped, registered and have a health card at the time of sale. Change of ownership, whelping, sale, donation, loss, theft or death of the animal must be recorded in the Pet Owned Dog Register. The owner is obliged to inform the veterinarian of any such event. Situation of local tax collection as at 31 December 2023 ȘtiriștiriTax receipts to the local budget increased compared to the same period of 2022 by 17.5 million lei. According to the tax records of the Economic Department of Oradea City Hall, between 1 January and 31 December 2023, 138,473 individuals and 13,968 legal entities paid their taxes to the local budget. The amount of local taxes and duties collected is 250,510,034 lei. The previous year, in the same period from 1 January to 31 December 2022, 136,539 individuals and 13,187 legal entities paid their local taxes and duties, the amount of the collections being 232,991,892 lei.

Mayor Florin Birta and President Ilie Bolojan received the Hungarian Ambassador to Romania ȘtiriștiriOn Friday, December 8, the Hungarian Ambassador to Romania, His Excellency Zákonyi Botond, was in Oradea, where he had a three-way meeting with Mayor Florin Birta and County Council President Ilie Bolojan. The three discussed the importance of Romanian-Hungarian relations, especially since Oradea and Bihor county are home to a large number of ethnic Hungarians. One chapter of the discussions was the European cross-border funds Interreg Romania – Hungary, always a good opportunity to strengthen relations between communities on both sides of the border. On the same occasion, Ambassador Zákonyi Botond reiterated the idea of a high-speed train linking Bucharest and Budapest, a project that could only be implemented by decisions of the central authorities in Bucharest and Budapest. As Romania is not yet part of the Schengen Area, Mayor Birta and President Bolojan asked Ambassador Zákonyi for support for the Hungarian side to increase the number of border guards on the Romanian-Hungarian border. The interminable queues at customs are well known, which affect Romanian citizens, especially during the holiday season, when the flow of Romanians entering or leaving the country increases considerably.

Oradea – 4th place in the national ranking of cities with tech startup communities ȘtiriștiriOradea is gaining recognition as a growing hub for start-ups and entrepreneurship. The city’s remarkable growth and development was highlighted in the Startup Ecosystem Report 2023 ( Startup Ecosystem Report 2023 ) by Startup Blink, the world’s most comprehensive startup ecosystem research center. Local startup ecosystem According to the report, Oradea climbed 138 places in the global ranking compared to the previous year, the highest increase at national level compared to other cities, ranking 620 out of 1,000 cities worldwide. The city has also improved its national ranking, being the 4th best city in Romania for startups, after Bucharest, Cluj-Napoca and very close to Timisoara (606th place overall). The city of Oradea offers an environment conducive to entrepreneurship, attracting talent, investors and innovators. Sectors such as information technology, software development, e-commerce, renewable energy and tourism have seen remarkable growth. A growing number of startups and co-working spaces, incubator and accelerator programs for tech startups such as Bright Labs Incubatorled by Make IT in Oradea, are making our city increasingly attractive to young local entrepreneurs as well as to those from the region or even the diaspora. Oradea’s startup ecosystem thrives on the collaborative spirit of the private, public and academic sectors, the transfer of know-how and the connectivity of different industries. Over the past 2 and a half years, Make IT in Oradea has put substantial effort into developing and promoting the local tech startup ecosystem and training the next generation of tech startup founders through the Bright Labs Incubator program. But also in retaining and attracting young talent to Oradea through workshops, mentoring and scholarships for high school and university students in real profiles or IT, along with tax breaks for IT companies with office space in Oradea. National context Startup Blink ranks Romania 42nd in the top global ecosystems for startups in 2023, dropping two places in the ranking. It ranks 25th in Europe and 20th in the European Union. In the Eastern Europe region, Romania ranks 8th, down one place. Bulgaria remains above Romania in this top. Romania provides entrepreneurs with affordable, highly talented professionals and access to the European market. The country focuses mainly on IT and outsourcing. More than 220,000 Romanians are already part of the IT scene. With the remarkable success story of UiPath, Romania’s first unicorn, the country has proven that it can foster entrepreneurship and expand into global markets. Much more can be done in terms of involving the public sector in creating an investment-friendly legislative framework, and a development in entrepreneurship education through secondary schools and entrepreneurship programmes would be welcome.
