Fractions and waste centres
Natural and legal persons producing household and similar waste must carry out the collection activity, for five components (5 fractions):
- residual waste
- biodegradable waste
- recyclable waste - paperboard fraction
- recyclable waste - plastic, metal fraction
- glass packaging
According to the specific waste production site, in sanitary conditions, in premises specially arranged by the local public administration and through systems proposed and provided by the local public administration/public sanitation service operator organising the waste collection activity of this type, accepted by the local public administration authority.
The following categories of waste will be collected separately in the Municipality of Oradea and transported for sorting/treatment/reuse/disposal:
- recyclable waste The paper cardboard fraction, the plastic metal fraction and the glass fraction, including packaging waste collected separately in the correct way (with a maximum 25% impurification degree) are transported separately for collection at the Oradea sorting station within the County Management Centre for the treatment of non-hazardous waste Oradea" located at 327 Matei Corvin Street (Art.50 of Order 82/2015 Reg Cadru).
Operators of treatment plants and transfer stations ensure that the separately collected glass waste is handed over to recyclers.
Recyclable waste whose degree of impurification in the collection containers exceeds the set values is transported to the TMB facility. Residues from sorting can be treated in the TMB plant prior to storage.
- Biodegradable waste collected separately in the correct way (with a degree of impurification of maximum 10%) is transported separately to the composting plant within the County Management Centre for the treatment of non-hazardous waste Oradea" located on Matei Corvin street nr.327;
Biodegradable waste whose degree of impurification in the collection containers exceeds the set values is transported to the TMB plant. Composting residues can be treated in the TMB plant prior to landfilling.
- residual waste collected and transported separately to the mechanical-biological treatment plant (TMB station Oradea within the Integrated Management System of the county of Oradea). Bihor-SMID Bihor) situation on Santăului Street in Oradea.If the TMB Oradea station within SMID Bihor is not functional, the operator will deliver the residual waste collected from individuals and companies on the territory of Oradea, according to the provisions of the regulation, to CMJTD Oradea.
- hazardous waste from household waste - transported to authorised disposal facilities;
- bulky waste from the population, public institutions and economic operators transported to the County Management Centre for the treatment of non-hazardous waste Oradea" and landfill (CMJTD);
- construction and demolition waste - waste from construction and dismantling activities, which is not classified as hazardous waste according to the legal provisions in force, transported to the County Management Centre for the treatment of non-hazardous waste Oradea" and landfill (CMJTD) in str. Matthew Corvinus.
- packaging waste - any packaging or packaging materials that meet the requirements of the definition of waste and that are collected either as part of the dry fraction in a mixture or separately by type of material from which they are made in containers provided by the local public administration, transported to the County Management Centre for the treatment of non-hazardous waste Oradea" and landfill (CMJTD); from str. Matei Corvin in view of sorting/valuation;
- waste electrical and electronic equipment - hereinafter referred to as WEEE - electrical and electronic equipment that constitutes waste under the provisions of Law 211/2011 with subsequent additions and amendments on the waste regime, including all components, sub-assemblies and consumables, integral part of the equipment at the time they become waste, delivered to the collection point managed by the licensed operator in this field;
- road waste - waste specific to public roads, from the daily activity of the population, from green spaces, from animals, from the deposition of solid substances from the atmosphere, transported to the County Management Centre for the treatment of non-hazardous waste Oradea" and landfill (CMJTD) from str. Matthew Corvinus.

The collection of household and similar waste (hazardous waste, textiles, unusable goods, metal packaging, household items, glass, electrical/electronic waste, plastics, paper and cardboard, wood, furniture, vegetable waste, construction waste) can be done by voluntary contributionby household users bringing them to the selective collection points on Thurzo Șandor Street and Uzinelor Street.
At the voluntary collection points, waste will be collected from Oradea citizens free of charge.

- Selective textile collection points:
Take-back' schemes, whereby citizens bring back textile items (mainly clothing, footwear and other items of clothing), can help change people's mindsets, turning consumers into participants in a circular supply chain.
The main purpose of the sorting operation is to meticulously classify each individual textile piece to determine the best possible way to reuse it, extending its life cycle and keeping it out of landfills.
For this purpose, 54 textile containers have been placed in Oradea, and their number will increase to 100 textile containers by the end of the year.

- Also, 95 igloos for the collection and separate disposal of paper and cardboard waste have been placed in the areas of blocks of flats in Oradea. The collection and transport of these is provided by the operator SC RER VEST SA.
